fix(public-apis): place BuyWhere in alphabetical order under Shopping

Addresses @ArindamOSS review comment from 2026-05-07: move BuyWhere from
end-of-list to alphabetical position (between Best Buy and Digi-Key),
and improve the description with country coverage (SG, MY, TH, VN, PH,
ID, US) to match the level of detail on neighboring entries.
